    RESEARCH AND COMMUNITY SERVICE MANAGEMENT INFORMATION SYSTEM AT P3-M UNIVERSITY OF YAPIS PAPUA

    Improving the quality of lecturers include in Tri Darma of University, they are: teaching, research and community service. These activities are fully managed by research and community service units or institutions in each university. University of Yapis Papua has a work unit that manages these activities, it called Pusat Penelitian dan Pengabdian Masyarakat (P3-M), where the process of managing research and community service activities is not yet fully integrated and well-documented. This study aims to create information system of activity management from P3-M unit at University of Yapis Papua. This information system will be used, the management of activities research and community service includes administrative data for submitting activity proposals, and  reporting results. It hopes can be coordinated well. The methods were used waterfall as a system development method, Unifield Modeling Language (UML) for system design, and pieces method for problem analysis. The result of this study is produce a web-based information system with several menus that could help P3-M University of Yapis Papua

    Organizational Development Model of Commercial Banks in Indonesia Based on Performance in Improving Competitiveness

    Research on the model of organizational development on commercial banks based on performance in Indonesia has not been done in particular, especially by incorporating elements of ethics as moderator variables. The purpose of this study is to analyze the influence and the relationship of organizational structure, organizational culture and Human Resources (HR), ethics and performance of commercial banks in Indonesia as well as provide an alternative recommendation strategy changes in organizational structure, cultural orientation, human resource development and the ethical focus of commercial banks in Indonesia based on performance in improving competitiveness. The hypothesis was tested by using 84 respondents representing 84 commercial banks in Indonesia, which is obtained through an online survey sampling techniques census and 12 economists, banking experts, financial experts, technology experts, operational experts, authorities and academics through surveys and interviews. Data were analyzed by multivariate regression, Spearman correlation and analytical hierarchy process (AHP). Multivariate regression and Spearman correlation results indicate that the organizational structure, organizational culture and HR has a significant effect on the performance of commercial banks in Indonesia where ethics as moderator variables. Furthermore, the results of AHP analysis showed the main factors that have a significant effect on the model of organizational development on commercial banks in Indonesia based on performance in increasing competitiveness is human resources, the second priority and the third priority are management and technology

    Perekonomian suatu negara berfungsi dengan baik tanpa kendala yang berarti jika negara telah mencapai suatu kondisi dimana sudah terjadi pendalaman keuangan (financial deepening). Pertumbuhan ekonomi memerlukan dukungan dana besar yang saat ini masih didominasi oleh sektor perbankan (Bank Umum dan Bank Perkreditan Rakyat atau BPR) yang menguasai 79,8 persen pangsa pasar dalam sistem keuangan Indonesia. Perbankan sebagai lembaga intermediasi memiliki peran penting dalam pelaksanaan pembangunan nasional untuk meningkatkan pemerataan pertumbuhan ekonomi dan stabilitas nasional ke arah peningkatan kesejahteraan masyarakat. Perbankan harus memiliki kinerja baik dan menerapkan prinsip kehati-hatian, supaya mendapatkan kepercayaan masyarakat atau para nasabah (agent of trust) dalam kelancaran kegiatan usahanya. Kinerja keuangan perbankan Indonesia belum optimal jika dibandingkan dengan bank-bank di Asociation of South East Asia Nation atau ASEAN (Malaysia, Singapore, Filipina dan Thailand), karena efisiensi bank umum dalam menjalakan kegiatan usahanya belum maksimal tercermin dari Capital Adequacy Ratio (CAR) 18,10 persen, Non Performing Loan (NPL) 1,86 persen, Net Interest Margin (NIM) 5,48 persen, Biaya Operasional dibandingkan Pendapatan Operasional (BOPO) 74,14 persen, Cost Income Ratio (CIR) 46,90 persen, Loan to deposit ratio (LDR) 88,90 persen dan Return On Asset (ROA) 3,06 persen tahun 2013 (FSI-IMF, Bankscope dan Website Bank Sentral Negara). Kondisi Sumber Daya Manusia (SDM) perbankan Indonesia saat ini dari sisi kuantitas cukup memadai tercermin dari jumlah SDM cenderung meningkat, yaitu 353. 058, 408.349, 532.015, 563.668 dan 589.214 selama tahun 2010-2014 menurut Otoritas Jasa Keuangan (OJK). Sedangkan, dari sisi mutu SDM perbankan dapat dikatakan kurang memadai tercermin dari biaya pelatihan SDM perbankan cenderung menurun dari 4,69 persen; 4,87 persen; 4,85 persen; 4,51 persen dan 4,08 persen selama tahun 2010-2014. Melihat kinerja perbankan dan kondisi SDM ini dapat dikatakan bahwa perbankan Indonesia memiliki daya saing cukup baik diantara bank-bank di ASEAN, namun demikian perlu upaya maksimal untuk meningkatkan kinerja optimal, efisiensi maksimal, serta jumlah dan mutu SDM sesuai kebutuhan perbankan nasional dalam menghadapi Masyarakat Ekonomi Asia (MEA) 2020. Disamping itu, regulator dan/atau otoritas perlu menyusun kebijakan dan peraturan mengenai efisiensi dan kontribusi terhadap perekonomian, penguatan Good Corporate Governance (GCG) untuk mengurangi risiko bank dan kapasitas permodalan termasuk penguatan mutu SDM. Tujuan utama penelitian ini adalah: (1) menganalisis pengaruh dan hubungan struktur organisasi, budaya organisasi dan SDM dengan etika bank umum di Indonesia; (2) menganalisis pengaruh dan hubungan struktur organisasi, budaya organisasi dan SDM dengan kinerja bank umum di Indonesia; (3) menganalisis pengaruh dan hubungan etika dengan kinerja bank umum di Indonesia; dan (4) menganalisis pengembangan organisasi bank umum di Indonesia berbasis kinerja dalam meningkatkan daya saing. Pengumpulan data dilakukan selama empat bulan dari November 2014 -Februari 2015 melalui survai online dengan teknik sensus seluruh bank umum di Indonesia (118) dengan responden Kepala Satuan Kerja Manajemen Risiko (Ka SKMR) atau Kepala Divisi (Kadiv) Pengembangan Bisnis atau Organisasi mewakili seluruh bank umum yang memahami kondisi bank secara keseluruhan dan tujuan penelitian serta 12 ekonom, ahli perbankan, ahli keuangan, ahli teknologi, ahli operasional, otoritas dan akademisi melalui survai dan wawancara. Responden yang mengembalikan kuikuesionersioner 84 kuesioner atau 71,2 persen, sedangkan 34 responden tidak mengembalikan kuesioner, karena responden umumnya baru menempati jabatan yang dipersyaratkan dalam kuesioner dan kurang memahami tujuan penelitian. Metode analisis data menggunakan regresi multivariat, korelasi Spearman dan Analytic Hierarchy Process (AHP). Hasil penelitian menunjukkan bahwa (1) struktur organisasi, budaya organisasi dan SDM mempunyai hubungan nyata dan kuat dengan etika bank umum; (2) struktur organisasi, budaya organisasi dan SDM mempunyai hubungan nyata dan kuat dengan kinerja bank umum; (3) etika mempunyai hubungan nyata dan kuat dengan kinerja bank umum dan (4) prioritas utama model pengembangan organisasi bank umum di Indonesia berbasis kinerja dalam meningkatkan daya saing adalah SDM, karena SDM memiliki peran yang sangat penting dalam menjalankan kegiatan usaha bank untuk mencapai kinerja baik dan optimal. Bank umum di Indonesia hendaknya menerapkan struktur organisasi yang baik, budaya organisasi dengan komitmen tinggi dan memiliki SDM kompeten secara terintegrasi untuk mendukung pelaksanaan etika bisnis konsisten dan konsekuen sebagai wujud implementasi GCG yang baik demi tercapainya kinerja baik dan optimal. Di sisi lain regulator dan/atau otoritas menyusun dan memastikan pelaksanaan kebijakan dan peraturan yang mendorong bank umum di Indonesia siap menghadapi integrasi MEA 2020 dan mampu berkompetisi dengan bank-bank di ASEAN
